SPERG does this, but it breaks brawls, changes perk trees, and does alot of other gameplay altering stuff that others might not want... This feature Im requesting as a Solo mod, is a Random Skill levels up by 1 (OR more, maybe configurable via MCM?) when any kind of quest is completed? (The patch is optional and you are not planning to use the feature that the patch affects anyway.) All of the options are off by default so all you need to do is put a check next to quests completed on the Skill Point Rewards page.
