Shivering Isles .esp Has Nothing On It

I just bought the Game of the Year edition of Oblivion a few days ago for the PC after playing vanilla and modded Oblivion for some time. I turned off certain mods to get the Knights of the Nine quest active, and completed it within a matter of hours, but when I was looking through my quest list, I saw that I still hadn't received the rumor about a strange door. I played it on the PS3 before, so I knew that something was wrong for it to not trigger. So, I turned off every major mod except for the Knights, Oblivion, and SI, and began a new game then waited 12 game days. Obviously, something was wrong. I opened the DLCShiveringIsles.esp in the Construction Set to see if something was wrong with the script. The only thing was that, quite shockingly, the file is completely unchanged from the Oblivion.esm. If you looked at the size of the SI file, it's a pitiful 87 bytes. There are no new NPCs, architecture, weapons, armor, creatures, quests, landmasses, etc, which is the main reason why I bought the expansion to begin with. All of the proper .bsa files are in the Data directory, but nothing is working.

 

So my question is... Should I do a complete reinstall? Or would it just be easier for me to copy my brother's .esp from his computer over to mine?

 

OR

 

Do I have to buy a new disc? PLEASE help me with this. I've been waiting for so long for the opportunity to explore the Isles again.

 

EDIT: I also did the SI patch, but I was getting the same "Old file not found" crap as everyone else, so I didn't bother with it. That still wouldn't fix an empty .esp.

yes this is correct

 

SI's esp is empty

 

its a loader trick

 

the Si information is not within the esp, its hidden in a changed program file

and some other files

 

and if your game is already patched to any 1.2.0416

 

you cannot re-patch it to any other 1.2.0416

 

its the number that matters here.

doesn't make sense

 

you've checked it -> unchecked = lots of "!"

 

you've installed it so its there automatically even without any added patch

 

that leaves

 

Installed to Default Directory and UAC is being itself and giving you headaches

 

re-install the game outside of UAC's domination
