Immersive forts/better forts

So far there hasn't been any mods that edit the main forts within skyrim (appart from one with fixes the broken walls). Currently all the forts look the same and are constantly filled with bandits instead of guards. To me it doesnt make sense for big forts on the main roads to be filled with bandits instead of Imperials, Stormcloaks, or Hold guards.

 

It would be awesome if there was a mod that got rid of all these bandits, but also made forts look more unique with Forts in Solitude's hold having the same look as solitudes walls or forts near Riften having the same tower design as those on seen near Riften.

I have seen mods that cover particular forts, such as Fort Sungard, but not a general fort overhaul mod. Skyrim forts tend to be bandit/necromancer/witch infested, run-down hovels. Even the walls of a city like Whiterun look partially collapsed, as if from years of neglect. In a Civil War, I assume strategic forts would need to be held to gain control of the surrounding area. The Civil War quest does involve taking some forts from the opposing side, then the winning side takes control. I have also seen, outside of the Civil War quests, that if a player character clears out some of the forts, the controlling area faction of Imperials or Stormcloaks move in. You'd think the new owners would fix up the forts they capture, but that does not occur -- maybe that would be hard to implement. On a grander scale, the Helgen Reborn mod lets the character rebuild and garrison the once demolished town with a series of quests. I am not a modder, but I would think that something similar and less elaborate could be done for at least the major forts that would let the character clear them, then repair and garrison them to make them fit as a character's home.

Unfortually even after clearing a fort after some time the bandits respawn again. I really am surprised that no one has editted the forts yet considering how long the game has been out. Really hope someone eventually does.
