Strange ELFX bug in Dragonsreach.

Recently, I've installed ELFX for better lighting in Skyrim, but whenever I walk into Dragonsreach, interior cells does not load properly. The game only load and present the cell that I'm currently standing in until I move to the other cell (Moving from main hall to the wizard room removing the last loaded cell and load in the new cell)

 

The problem is that it's only happening in Dragonsreach, not anywhere else. Here's my mod list:

I've just been looking for a solution to this exact same problem. At first I thought it was just a conflict between EFLX and an ENB, but after toggling a couple of mods, disabling Immersive Interiors fixed it completely. Let me know if you've been able to fix this another way (since this thread is from a while ago!).
