I also figured out that Player.setav shoutrecovermult 20 sets my cooldowns to 0 setting the multiplier to 21 puts them all down to normal cooldown. I would just like a permanent solution to the problem and not type in the console every time I don't want broken cooldowns. Also this bug occurred right after I installed "More perk points per level and dragon souls to perk points" by DarkenDe. Any help with this would be appreciated and thanks in advance.
