OOO Magicka Problem

I'm not too familiar with troubleshooting mods but I've been having a really annoying problem with the OOO mod. It says in the readme that magicka would increase by 20 points per 10 intelligence which I assume is per level. The problem is that the characters magika only increases by the intelligence increase of that level. This became apparent after gaining a level normally and then using a strategy to test if anything I'm doing is working. Using a fresh character I rush through the beginning, use cheats to increase my stats and then attempt to level up. I've tried reinstalling different versions of OOO, messing with the load order, and doing a fresh install of oblivion. Nothing has worked so far and I'm not too sure on how else to approach this problem. Thank you if you attempt to help me with this problem, otherwise I think i'm going to be stuck with vanilla oblivion.

You are confused. Without a custom levelling mod, Oblivion only allows you to increase your abilities (Intelligence) a maximum of 5 points (1-5) per level, and that depends on how you use your skills. You will only exacerbate your problem by cheating to test things out, since all of the internal counters are being screwed up by your console antics. So blaming OOO and going back to vanilla Oblivion sounds like a rather crazy thought pattern.

I assumed that the magicka gained in OOO (I thought it had some type of leveling mod built in) was based on total intelligence rather than the intellignce gained like in vanilla... I forgot to mention that the reason why I was cheating was to see if the max mana cap would be surpassed by OOO or leveled magicka mod ... but apparently cheating messes with the game mechanics >.<
