Assault? Murder? Who cares!

Okay, I don't know WHAT has happened to my game, but something screwy is definitely going down. I try to be a good, law abiding citizen, and I haven't assaulted or murdered anyone in sight of anybody who'd care since I started my most recent character, Corrine. However, I killed someone right out in the middle of the Imperial Market District the other day so the guards would take me to jail, and everyone just stood around picking their nose but didn't flinch when I first struck and later killed the victim. Even a guard captain just strolled by without so much as batting an eyelash. So I tried killing guards next, and this caused the other guards to come to his defense, but they accepted my yield every time, I got no bounty for assault or murder, even for killing guards. Um...whaaat? The kicker is that everything else that's usually a crime is still a crime...I tried to pickpocket a guard where everyone would see me, and got busted, jailed, and fined for that. :wacko:

 

I haven't had to do this before, but I've seen others do it, so I'm posting my load order of the mods I use. I did load a different character and try assault and murder with him, and it's still considered a crime. I'm highlighting in bold the mod that character does NOT use that the problem character is using (keep in mind though this problem just started recently). By the way, I use BOSS, in case it matters.
