This is supposed to be the area around what was once Washington DC, right? 200 years or so after the city was wiped out in a nuclear war. So was he born in Ireland and migrate there somehow? Is there some obscure community within more reasonable travelling distance where everyone speaks that way? Or is this guy a lot older and more of a mystery than he first appears?
