need help

i can not start up fallout from my fomm because this box keeps on appearing and saying "fallout 3 has stop working" and then when i click on file manager it says "something bad has seem to happend.As long as it was not to bad,a crash dump will has been saved to folder."

then i went to this note pad and it says.....

what steps have you taken to insure that this is not simply another UAC issue
