bben46 Posted January 15, 2011 Share Posted January 15, 2011 Shivering Isles is an expansion because it makes changes in the Oblivion.exe and Oblivion.esm. The other plug ins (DLCs) are more like 'official' mods as they do not make changes to the actual base game itself. Once The Shivering Isles has been installed, The changes made in the Oblivion.exe and .esm are always there. However, the actual quests and the island itself can be turned off by unchecking it.
