Install on non C: drive, mods do not work (Application load error 5:0000065434)

I just wanted to get back into fallout after seeing the new Fallout 4 trailer (0____0) and recently got a new SSD with more space than my C: drive where Windows is installed. I installed it on there and all was well until I tried to start it.

When I try and start it from the FalloutNV.exe or launcher, I get that pesty Application load error (yes my game is valid so no it's not pirated). The only way for me to start the game is with NVSE or just to start it from steam itself.
Also mods in general just are not working for me. I have Nexus Mod Manager installed on my C: drive and all mods stored in a different location, but I don't think this should be a problem.

I have literally searched almost every single forum on this issue and tried everything, from running NMM in administrator, verifying game cache files, making a symbolic link, copying steam.exe to the install folder, totally deleting the game and redownloading...literally all the solutions and none of this works. Which makes me think if you do not install Fallout to the C: drive it just won't function properly.

This also happens with Fallout 3, but not Skyrim by the way

Create a steam directory with Steam:

 

 

Download Tab, Steam Folders-

Add Steam Folder-

Then copy your install to this directory, including the game folder and its contents. OR, uninstall the game, then reinstall to this new Steam folder directory. The latter option will help later in that you can verify cache to the folder, rather than only the initial install folder.

I'm new to modding, and having the same issue as the OP (same motivation as well - getting back into NV after seeing F4 trailer). My game is already in a steam library on my D drive, and Nexus Mod Manager gives the application load error even with no mods selected, when trying to launch NV. Any advice would be appreciated!

I know how to do this already as I have more than 23+ games on another drive from steam and 1 game on my main C: drive (Skyrim) and other games on another drive. This doesn't really solve anything

 

I tried out my theory and it works.

 

If I install Fallout on my C: drive where my steam is installed, there is no problems

But if I install it on my D: drive where I have other steam games installed, but not steam itself (created another library using steam) it does not work...

 

I don't know why this is but Fallout will just not work right if installed to another drive than where Steam is installed.
