NMM Mods Keep Unchecking Themselves

I am having a similar issue. I have been following

FO3 modding tutorials as I just purchased this game and I want to update it as much as possible before playing.

I'm on my second try getting through the complete list of mods. I'm more than half way done this time and the same issue has started occuring. I had my plugins all set, the load order adjusted, and after closing NMM by clicking the X or launching the game, the next time NMM is opened, all of my plugins are unchecked. They don't seem to be active in the game either.

I can check everything I need in the list.

Then after closing and reopening it looks like this.

I've checked the plugins.txt in my appdata/local/fallout3 and it is not read only and it is staying empty. I don't want to manually add them as the list of mods is really long. Is this a known issue without a real fix or is there something I can do about it?

Any help would be greatly appreciated and allow me to finally experience this game!

Well after trying to find a fix for 4 or 5 days, I THINK I found one, almost 5 minutes and making the above post.

My google FU had been failing me.

First - Lauch Fallout3 through steam, on the laucher window click the Data option, select all the mods you want. Exit.

Then add - "bEnableFileSelection=1" under the [Launcher] heading in

C:\Users\Username\Documents\My Games\Fallout3\falloutprefs.ini

This seemed to do the trick. It looks like it's been a known fix for Skyrim. Hope that can help someone else.

In the first screen shot you have "Launch Fallout 3", yet in the second you have "Launch FOSE". You should have the "Launch FOSE" all the time since you have mods that require FOSE.

If you game is located in "Program Files", the operating system is not allowing any changes to be made to the files. You need to uninstall Fallout 3 and reinstall it in a location outside of program files.

You also have unnecessary plugins. You should delete all the Mart's Mutant Mod plugins you are not using.

I've been using the fake windowed mode shortcut to launch the game. My game is installed on a separate drive so it isn't installed on C:
