You will meet him that way. He stays hidden otherwise— the Gray Fox does not wander around in everyday things (at least, not while he is dressed as the Gray Fox). You opened a 'needs a key' door with the console or something like that? I remember doing that once in the sewers and I got the journal update for the last Thieves Guild mission.
