The 4gb patch has been outdated ever since Skyrim's final update. It's no longer needed.

What for Fallout new vegas, I know its bundled with SKSE for Skyrim, so is it the same for NVSE??

Aren't you thinking of shesons memory patch increasing first heap size aka first memory block? It was later integrated into skse and adjusted via .ini file.

Skyrim was patched to max 4GB ram by bethesda (before that you needed 3rd party patch). I haven't heard of such update for fallout.

Latest ENB or Enboost will allow your game to use more than 4gb for visuals.

PS: You can run all: NVSE, 4GB patch, Enb, Stutter Removal with Mod Organizer or Nexus Mod Manager easily. Launch the game with new .exe (script extender or 4gb patch) linked in the MO or NMM dropbox list. Just remember to activate all .esps / archives and update .inis before launching the game. You can watch Gophers installation guides on youtube.

4gb enabler is still required for FO3/F:NV. And to launch it and have steam work all you have to do is setup the 4gb shortcut on the desktop with the appropriate arguments in the target box and then launch the game using that shortcut. IF all is correct, it should take you straight into game.
