Ok, what you are describing is the result of having AntiAliasing enabled. Try turning off AA and see if that cures the problem.

Yep, anywhere I go--in game, in the options from the Launcher, the only option it gives me is for AA to be turned off or to have none at all. It's apparently never been on for the entire duration of Oblivion being installed. =(

Where is the Graphics Card Control panel? Again, sorry!

 

It's usually in your system tray. Or right click on your desktop (at least ATI Catalyst is there).

Thanks! I'll try that! Hopefully it'll work. So, how can I open pictures with Fraps? I just tried with the ones that I already took, and all it gave me was options on how to take screenshots, video and other computery things... does Fraps only work with screenshots taken WITH Fraps?

Fraps is designed and used for screen and video capturing, and sometimes as a quasi-benchmark util. It is NOT an image viewer. If you want a free and powerful image viewer that has been around for years, try IrfanView.
