Exterior of Tamriel showing up in Interior?

Everytime I go into an interior I always get the stuff from the outside appear inside (Like if some bushes were on the outside they would appear on the inside). Using Weynon Priory as an example. I walked into it and I can see some bushes and some walls upon entering. Is this OBSE or a mod conflict? Iv tried disabling all my mods and it didnt help. Im currently using OBSE 18, I downgraded from 19 because I thought that was doing it.
