When that is done, run your load order through B.O.S.S. http://boss-developers.github.io/ Download and install FO3Edit http://www.nexusmods.com/fallout3/mods/637/? and the training manual http://www.nexusmods.com/fallout3/mods/8629/? this is so you can make a merged patch. I think I might have incorrectly installed marts mutant mod because the issue no longer persists after disabling the mod. sorry for the trouble.
