do skse has its own skyrimpref.ini?where is it located?

i change some of the valus in the document folder,like disable vsync

 

when i tried using original tesv.exe ,it does change ,the fps go beyond 60,100~200 fps(sttuter and flickering evrywhere)

 

but then i launch from skse loader,and the fps never go beyond 60,no stutter,no flicker,it looks like the skse has it own pref,that the vsync is on.

 

is this true??

if its true where is it located??

 

Im not using ModOrganizer

 

only nexus mod manager, and loot
