LE mod request - rain extinguishes fires

Hi!

 

I think the title is self explanatory. Does something like this already exist? If not, wout this be difficult to mod?

 

I get kind of annoyed when it is a blistering rain storm outside and I still see all the fires lit all over the place. It seems to me it would be a relatively simple "if:then" coding task to tell torches and fires to be disabled during certain weather types.
