Troubles with npc pathways

I'm try to film a large group of npcs walking through the wasteland in military unit formation so I want them to be walking relatively parallel to each other. I've given each of them separate X markers and set all package flags to just go to the farging location but they keep wandering off!

 

Anyone know what I'm doing wrong?

NPC's pick a AI package on their own, an scan for a new package, we don't really control it very much.

However they pick based off the order the packages are inside the NPC's settings.

 

This is viewed most easy in FNV edit as the packages are listed in a spread sheet top to bottom on the NPC, along with all the other settings.

The only thing I use GECK for is to build new worldspaces an Cells, that's it.

 

Anyway...

 

DefaultSandbox - Package that makes the NPC's look for stuff to do

DefaultPatrol - Package that controls how the NPC's act while traveling

 

In this case the sandbox is above the patrol so the NPC's says hey I wana find something to do.

It doesn't even look at the default patrol.
