hey what exacly does the oblivion construction set does? cuz i wanna make armor to match my frostmourne sword

You can't use the construction set to "make" the armor, just put it it the game. The construction set is what one uses to make mods by way of changing the master file of Oblivion and saving them to a .esp, or player file (In some cases the changes are saved as a .esm, or master file for easy access to the resources it contains and such).

To make armor you will need a mesh program such as Blender or 3ds Max. Another useful program is "GIMP" for making or editing textures, or, if you have it, photoshop. If you're just going to edit an existing mesh from the game, you'll need a ".bsa unpacker" program to unpack the .bsa archives that Bethesda used to store their mesh/texture/sound/etc. data.

Tutorials on the afore mentioned programs can be found here.

To cydonia: If you want to do this right read the whole post. If you just want to dive in then go to the end.

Basically go to this sight dev/akm mods and get to know where stuff is there. Then bookmark the page and any of the many pages it links to that you find useful. Then I'd really really learn how to use the utilities and good practices at Oblivion Mods FAQ@constwiki-Updated 6-28-2007 or the Oblivion Mods FAQ@bethsoft-Updated 8-20-2007 before getting in deep in the mod pool. If you start installing mods and developing bad habits you'll just ruin the experience for yourself.

That said

Modular Oblivion Enhanced PostFinal has two ESPs that address this issue.

*Undermined Leveled Gameplay - Creature Edition (version 1)

This plug-in undermines the leveled gameplay in Oblivion, although it doesn't completely disable it. There is now a chance of encountering any type of creature in the wilderness (provided you are in the right region) regardless of your level. NPC (Bandits, Necromancers, Town Guards etc.) attributes, skills and spells are still leveled though.

Note: This affects the content in the original, unmodified Oblivion game. Content from user-made mods, official mods or expansions may or may not be affected.

COMPATIBILITY WARNING: This plug-in edits some important parts of the game and may not be compatible with some non-M.O.E. mods. Please don't ask whether this is compatible with mod X or not. I rarely play other user-mods so I probably don't know.

Updates: This plug-in was never updated as this is the 1st version...

*Undermined Leveled Gameplay - Item Edition (version 1)

This plug-in undermines the leveled gameplay in Oblivion, although it doesn't completely disable it. With this plug-in, the items you find in dungeons, on creatures, on NPCs or in a merchant's container no longer depend on your level at all.

Note: This affects the content in the original, unmodified Oblivion game. Content from user-made mods, official mods or expansions may or may not be affected.

M.O.E. is, in my opinion, better for a first time Oblivion player because you can choose the features you want and it does not have the sweaping effects that Oscuros oblivion overhaul does. But OOO does have a light version:
The "lite" version of OOO does away with changes to Birthsigns, arrow/magic speeds, and all other enhancements to H2H Combat blocks/staggers/upgraded damage. It also forsakes the increased damage in Sneak attacks for Sneak and the enhanced paralyze and knockback chances of Marksman's Perks. If you rather not use those features, then the lite version is for you.
If you really want to get in deep you could try FCOM: Convergence but I REPEAT: I'd really really learn how th use the utilities and good practices at Oblivion Mods FAQ before getting in that deep in the mod pool.

Many Thanks for replying in detail :)

im going to go with Oscuro's Oblivion Overhaul which i think are these files To use OOO 1.32 Release Candidate 3 (RC3) or RC2, you'll need three separate downloads to get everything working correctly....

OOO 1.3 Base Install (available from multiple sites -- roughly 400Mb)

OOO 1.32 RC3 (only on oblivion.disp0sable.org right now) or OOO 1.32 RC2 (only on TESSource) -- roughly 50Mb.

OOO 1.32 RC3 Hotfixes. Resolves several significant issues with the RC3 version.

hmm do i need to get the 1.3 then the 1.31 patch before the 2 x 1.32 patches?

my only question is should i put on shimmering isles or leave that off till i finish playing oblivion
