The armor is a lineage 2 or aion rip and can't be distributed around but if you look at some russian site, I forgot the link (anvilbay?) I believe it's there somewhere. Aah... so that's why it seemed so uncommon to me. i only recently bought SI just out of boredom of having to patch each and every mod i downloaded to work without shivering isles. so i have'nt had the time to progress much in it's storyline. Get Open or Better Cities. I'm pretty sure they're modular, and I'm positive they're beautiful. You could also search for "Anvil Bay Expansion." I think that's a custom unreleased armour mod and the uploader of that shot didn't realease it, just posted a picture with his/her character.
