Darkness spell?????

There is a 'Darkness- Do Not Use' spell, but it doesn't do that. A negative light torch should be possible I think. I'll go play around with that, because I also need a darkness/blinding effect.

 

Although you would probably have to create new animations.

For a spell? I doubt it. Existing animations (I think you mean spell effect visuals?) can be used.

To my knowledge, the only way to do anything like this is to use the Oblivion Script extender, then have a spell change the gamma settings in the .ini. Negative lights don't seem to work right, and can become buggy on a moving target, extra meshes with a dark color, and 20-80% opacity and such just look bad.

You can make a dark light torch using the negative parameter in the light dialog box. However, it only works with HDR, not Bloom. I made a post on this here, with screenshots, a month or so ago. Like you say, there is a Darkness magic effect listed, but it doesn't do anything. Although it says "Do Not Use", since the number of effects is fixed, you could probably use its slot for a new magic effect--if you knew enough to create one. That might be fun. :)

The actual effects of the spells are hard coded, you can't even overwrite the slot without changing that hard coding. If it was that simple, I would have been making new spell effects by now.
