I checked the Variable10 on TEs5Edit, an the only mod overwriting it was Guild Starter, so here's what I did:

 

1) Disabled Guild Starter and loaded my save (on expert mode, which deals 0.75 of normal damage);

2) Without any alteration to Variable10, spawned Ebony Warrior;

3) Shouted him with 2 words of the Fire Breath shout, dealing 573 damage. Still too high, but significantly less than before (which was around 1000);

4) Used the command "player.setav variable10 0" and shouted him again with 2 words. This time I dealt only 32 damage, which is around what it should be dealing without any bonuses, considering the Ebony Warrior's 50% fire resistance: 70*0.75/2 = 26,25.

 

I'm still not sure what this means. Even though the damage was reduced, it wasn't reduced in the proportion I would expect when I set variable10 to 0 (considering it used to be 129.88). So, apparently, the Favor thing from Thunderchild was actually boosting more than it should.

 

Anyway, I'm gonna probably end up having to abandon that file because I got the dreaded "CTD on save" bug.

129.88 is perfectly normal, because it increases shout damage by 1% of that, so your shouts do 2.2988x normal damage. This also buffs all shouts, not just Fire Breath.

 

And whenever this problem comes up, it is always Fire Breath. It is never Frost Breath, even though that does the same damage (albeit over time) and has the same keywords other than obviously the damage type. At this point my best bet is that no one actually uses any other shouts, so they only notice something is off with Fire Breath. (Actually, based on the content of user posts, the only Thunderchild shouts anyone seems to use are Armageddon and Evocation.)

 

Alternatively, Fire Breath does its damage over 1 second, due to it being based on the Dragonborn version with the scripted wyrm effect. If another mod adds flat duration to spells (or some sort of scaling duration perk), each second added to its duration is 60 more base damage.
