So I've tracked down the culprit as the flammable gas in this and certain areas but I still have no idea how to fix it. It only occurs in first person.

You load order needs to be corrected. Please go to the FWE mod page and scroll down the page to a sample load order.

 

Compatibility patches must load after the last load they are patching.

 

You should use only one error correction mod. Unofficial FO3 Patch or Error Fixes, not both.

 

What you are seeing is usually a symptom of overloading the GPU.

I've done a full uninstall then reinstall, only using an ENB and no other mods, and this problem still persists. the Flammable gas is the only thing that causes it. My graphics card is a GTX 780, so I sincerely doubt I am even remotely straining it with vanilla + an enb.

For anyone else who ever has this problem, it was my drivers. I updated them to the latest and the issue is gone. Why weren't my drivers up to date you ask? Nvidia has been releasing faulty drivers for kepler cards lately so I stuck with what I knew worked until now.
