Why does this happen?

I'm just strolling around minding my own business, and then this happens...

Seems to only happen when I'm in combat, other than that it's completely random. Anyone ever run into this problem?

Do you have a graphic enhancer such as Screen Effects or OBGE installed?

I have advanced water modification, but that's about it.

Ok, from the image it looks like you are in a dungeon. So does this happen only in interiors, or does it happen outdoors too?

Hmm, that's a good question. I never really noticed... But now that I think about it, I think it does only happen in interiors. Can't remember any times it's happened outdoors off the top of my head. Anyways, here's my load order:

Ok, point 1: You load list is all wrong. You should reorder it with BOSS and create a Bashed Patch.

 

Point 2: You have conflicting and duplicating mods. Natural Water by Max Tael and Advanced Water Modification; Natural_Weather_by_Max_Tael.esp and Natural_Weather_HDR_by_Max_Tael.esp. But not only that, Natural Weather is bug ridden (the original version) and outdated. You should consider updateing to Weather - All Natural.

 

Point 3: Make sure you have the very latest version (3.0.1) or later of Harvest [Flora].esp to prevent CTDs.

 

Point 4: KT_CustomRaceFix.esp can be dispensed with if you install the UOP and Supplementals, which fix hundreds of bugs in vanilla Oblivion.

 

Point 5: You do not need Deadlier Traps.esp with OOO, as it is included.

Thanks, I'm fixing all of those things now. I had a feeling my load order sucked, but besides this graphical glitch that I'm having, nothing else has really been bothering me, so I never really payed attention to it

Can you re-post your load order from Wrye Bash (it is MUCH more informative via Wrye Bash -- a plain list is just a plain list), and be sure to enclose the list in Spoiler and Code tags.
