I have seen a few times in different games (Skyrim in particular), where they dont use meshes at all, and have...I think... are particle effects? The Dawnbreaker has such a glowing effect. I haven't looked at dawnbreaker but if it is anything like Shishkabob and FO3's Jingwei sword the effect is applied in the mesh. You can't create what you want to do without making a mesh to apply the effect to that I am aware of. It really just depends on what you are trying to do? Creating a sphere mesh would be rather simple. But there are existing items in the BSA that could be easily modified as well off hand like the hanging lights from Gomorrah and L38 I believe.
