Increased NPC/Mobs/Enemies Level Cap.

Basically I beat skyrim a few times on legendary difficulty and what not, so I downloaded a mod for fun to gain to level 252 basically so I can play with every perk in the tree... thing is regular bandits spawn trolls EVERYTHING is so freaking easy it sucks. I was wondering if there was a mod that increases the level cap of enemies and or increases the difficulty of enemies I without lowering my players stats and what not.

There is no mod that increases enemy levels that much, not even High Level enemies and PermaZones.
