I always wondered why not a single car on the planet works, or why no one had mad a new one.

That's simply not true. You COULD get a car in Fallout 2, there are working cars, they are just exceptionally hard to find, and there is only one working car that the PC can obtain in the Fallout Cannon, and it's not in Vegas.

Ah, I didn't do my research. But anywho, somebody should at least attempt this

On planet fallout someone made a motorbike drivable in fallout 3

Because the Enclave had the resources and technical know-how to maintain and use the vertibirds that were around from before the war. Most likely several 'birds had been stored in secure facilities that the Enclave controlled. Presumably they didn't care about maintaining road vehicles seeing as many roads would become unusable over the years, due to the bombs and lack of maintenance.

 

As for the lack of working cars..well, vehicles deteriorate and break down unless they're being maintained. My speculation is that people in the years after the war simply were busy with trying to survive rather than looking after their cars. Also, there simply wasn't any oil left in the years before the war and while fusion powered cars were available they were ridiculously expensive.
