I'm having a similar, yet different issue, so I hope it's okay to post in this thread.

I only experience the issue in some buildings, but not others. The main ones I noticed were both buildings at the NCR outpost (the one with the statues). When I'm outdoors, everything is fine... actually pretty darn good, running a solid 60fps. I'm not using any ENB, and I am using the 4GB runtime thingy, as well as the latest NVSE. I also cleaned the ITM and I undeleted disabled references. I used LOOT to identify which files needed cleaning. I also ran FNVEdit with all boxes checked to see if there were any loading fails, but the load order came back clean. I have some screenshot examples (scaled down from 1080p to save room on the post) so you guys can better understand the problem:

Shifting my view a little, looking at the same corner:

Shifting my view again, looking at the same corner:

As you can see, outside is working properly:

Please help! I'm completely clueless as to what's wrong! Oh, and my load order:

There are 146 items indexed (according to the NMM).

If I remove anything, it'll be the Bounties and Russel, as well as the Monster Mod (creatures in low-level areas are too OP, and their meat doesn't work with survival recipes)... and maybe the New Bison Steve Hotel.

I'd really appreciate the help.

EDIT:

Okay, I solved it. I removed the Monster Mod and it's various compatibility patches, plus the aliens and terminator ESPs. Now it works flawlessly, as far as I can tell:

http://i288.photobucket.com/albums/ll172/WeetlyWhale/2015-08-15_00001_zpsjlbylswt.jpg

Maybe it's just because I reduced the indexed loaded files to 140 instead of 146. I really don't know, and I don't care. That mod was a cool idea, but horribly balanced.

140? The game engine starts to break around 135. Some people can't even run more than 132. You definitely need to trim it down to 132 at the most. NVEdit can help with making merging plugins that cut your plugin count in half. The newest NVEdit version makes it insanely easy and safe to merge even dozens of plugins together.

As another pointed out make sure you remove FCO - Glowing Ghouls. It causes gamebreaking graphical glitches with certain Glowing One NPCs that will cut your FPS down to about 1-2 before crashing.

Don't use a Merged Patch with Bashed Patch. It's good for a small number of heavily conflicting mods, but with a large load order it can cause duped items and leveled lists, along with content errors.

Also check to ensure Archive Invalidation is enabled. The red exclamations are a classic symptom of too many plugins, but your floor and object textures look like problems commonly associated with Archive Invalidation not working properly or not being on.

http://www.nexusmods.com/newvegas/mods/44204/?

This alone will get your plugin count manageable. Install NVEC's "Merged Perks" file (you don't need NVEC to run it if you don't want NVEC itself) and follow the instructions to merge down all More Perks and Traits files. It wouldn't hurt to go for NVEC itself since it includes several of your listed mods and a lot more in one ESM.

Before posting, check the date of the last post. According to the Terms of Service, any thread more than a month old should be considered dead.

Also, in order to keep an active thread in some kind of order, if you have a problem, start your own thread.

You need to correct your load order. The first file to be load must be FalloutNV.esm. No exceptions! Followed by the DLCs in order of release, followed by the pre order packs.

Please see: http://wiki.nexusmods.com/index.php/Load_order_and_you

You have too many active files in your load order. You need to trim it by about 25-30 files. You also need to remove the unused plugins.

Do not use both a bashed patch and a merged patch.

Also, check you load order and to ensure that all compatibility patches are loading after the last mod they are patching.

Just an fyi, what you are seeing in the game is an indication that you have a missing mesh, not a missing texture.

In an attempt to figure the issue out myself further I had installed and removed a few things(I might still have to many?) But the main issue I am running into now preventing me into the game(Game loads right before the main menu I get this message) "The menu files for the weapon mod are not present or belong to a different version." I have concluded it has to with project Nevada, no matter the order I place these files or how I install it I get the same error. If I turn Weapon Mod Menu off I get an message saying something along with "There seems to be a problem with your project Nevada installation because of the HUD extensions were not detected."

If I deactivate both game will load. What am I doing wrong these two mods worked together before hand but now are not. I am not sure what I added(or removed?) that has caused this issue.

I am also using UIO, With an updated list what do you suggest trimming and or removing?

Updated mod load order up top.

If you had too many mods the game would simply CTD.

Re: "If you had too many mods the game would simply CTD"

While it is possible for "too many plugins" to cause a CTD, this is not usually attributable to mesh or texture files because they are rendered graphics (video memory) and not executable code (system memory). A CTD is an error that cannot be handled by the game or operating system. Too many plugins (of any sort) are known to cause artwork that are present to get the "missing mesh/textures" problem. The game may display "weirdly" but won't generally CTD. It is generally assumed to be a video memory issue. The toggling of "ArchiveInvalidation" causes the game engine to check for loose files before those in the BSAs. It needs to be toggled when the "loose file" situation changes to force the "recheck".
