New Vegas only utilizing 50% GPU getting 20fps

I posted this in trouble shooting but got no replies so thought I'd try pasting it over here

 

Hi, noob here. I'm running a heavily modded new vegas and only getting frame rates around 20fps inside and outside. I would think I just went overboard with the mods but when I run MSI afterburner I see my GPU and CPU load are only around 40%-50%, it seems like fallout is only utilizing half of my hardware. I'm also getting very noticeable screen tearing even with v-sync enabled.

I have a gtx 970 and amd fx8310 and i just opened witcher 2 and ran it max at 60+ fps with GPU hitting 80%. My friend has a 970 and has been running modded fallouts for years with up to 150fps so it very much seems something isnt configured properly.

I've spent the past couple days just configuring these mods, getting rid of exclamation points, purple faces, disapearing ui's and now this is the only problem I have left before this game becomes optimally playable. could anyone help me unlock that 50%?

oh btw i went into the fallout ini and changed the HWTheading to 8 but it's still not giving me what I want. Before enabling multi threading I was only getting 20% CPU load. However I dont think my frames have improved any since the increase.
