Can Oblivion run on Windows 7?

Also kill UAC if you can. also make sure you have constant system restore check points incase UAC comes back. Which you will defeat easilly with these checkpoints.

It will run perfectly. You can still install in a program files folder then disable UAC (security risk). I personally have UAC running at a medium level. So it doesn't bother me

Yes, you can run it on Windows 7 fine, but since you want it and have not bought it yet, I feel compelled to answer a question you haven't asked but which may be really important.

 

Whatever you do, if you plan to mod your game, don't buy the Impulse version or the D2D version. Here is why. They are encrypted. If you buy a game which is encrypted, it cannot use a mod called OBSE (Oblivion Script Extender). Because you are on Win 7, you are pretty likely to get a problem at some point which will cause your game to crash on quit every time. There are several mods to choose from which prevent that crash. However you need OBSE to run them. I don't want to scare you away from buying Oblivion. I never get this crash anymore, ever, but that's because because I can run one of those mods. Some people do not get that crash, but if you did end up getting it, it would be extremely frustrating to have to kill Oblivion in the task manager every time you quit the game. It's also very frustrating to be limited in what mods you can use. It annoyed me so much I bought the game over. Someone else I know just bought the game over again for the same reason.

 

If you install the game to somewhere other than Program Files and you buy a version which is not encrypted, the game will run great. Versions which are not encrypted include all the boxed versions, and the Steam version. Any of those will work fine with Windows 7, and 64 bit is not a problem.
