Maskar
I myself use a free program called Quick Media Converter, which can also convert the files to WAVs to create the lip sync files. There are many programs which can do this though.
Schattenu
Well I've got them as MP3s, I think the problem is the 64k, 44100Hz and mono stuff. I've got the Quick Media Converter program, and I'm unsure of how to do that stuff I just mentioned, but I'll look around the help section and all that. Maskar
QMC automatically saves it in the right format. All you have to do is go to the avanced menu, add the files you want to convert, select the mp3 format option, select the destination folder and then click the convert button. You do have to rename the files, but that's pretty much it.
Schattenu
All right, converted, so I'll give it a go and edit this when I found out if it works or not. EDIT: Still not hearing the voice. Again, may be me not naming the files right or something, but it looks like it should work. I gotta get my nerdy roommate to teach me how to be more tech savvy lol. :P Edited March 18, 2011 by Schattenu

Maskar
The reason why you can't hear the messages is because you either named the files incorrectly or saved them in the wrong mp3 format. I'm guessing the second (probably saved them in stereo). Oblivion is rather strict with the format used.
Schattenu
Well, I did what you said with the converter and everything, so if that didn't put it in mono, I don't know how to do it.
Maskar
You could always try a different converter if you can't get QMC to work. There are a huge amount available, but I can't really recommend any as I haven't tried them. Edited March 20, 2011 by Maskar
Schattenu
Got the files right (trust me, they're mono, 64kbps, and 44100Hz, I triple checked) but I can't hear the voices in-game, so I've got to be naming them wrong. How should I be naming them? I followed the examples in the pre-made voices, so it might be tiny problems in the names.
Maskar
There's a complete list of filenames in the included pdf readme (chapter 6), which should be helpful.
