Crashing with OBSE, working without it. (Rather Large Mod List)

I am working on a rather large mod setup for a streamer friend of mine and was wondering what could be causing me to crash when I run OBSE. It works fine without OBSe but when run with obse it will crash when i try to make a character or load a save. This is my currently active load list. Besides those I have Detailed Terrain, Broms Shiv Isles Tex Pack, Quarls full tex pack, and DarnUI

; Armor and Clothing Settings ;
;=============================================================================;

; This setting affects how quickly the mod checks armor or clothing conditions
; (i.e. whether armor has broken, whether the enchantment strength on a piece
; of equipment needs to change, etc.) The setting is = how many seconds before
; the check is repeated. While the default is 1, if you're on a slower machine
; or are running large mods such as MMM or OOO, you should consider increasing
; the number. Valid values are 0.2 to 60.
set BFGMaster.ini_armorupdate to 1

; This setting controls whether NPCs and creatures can have their armor
; unequipped, clothing equipped, and armor enchantments scaled according to
; damage. 0 = only the player is affected by the below settings, 1 = NPCs
; and creatures are also affected. Default is 1.
set BFGMaster.ini_armoraffectNPCs to 1

; This setting turns unequipping of broken armor (player or NPC) on or off.
; 0 = off, 1 = on. Default is on. If AffectNPCs is set to 0, only the
; player is affected by this setting.
set BFGMaster.ini_unequipbrokenarmor to 1

; This setting affects whether armor falls to the ground when it breaks.
; 0 = Broken armor is placed in inventory, 1 = Broken armor falls off.
; Default is 1. If AffectNPCs is set to 0, only the player is affected
; by this setting. If UnequipBrokenArmor is set to 0, this setting has no
; effect. This setting also has no effect if the armor disintegrates.
set BFGMaster.ini_brokenarmorfalls to 1

; This setting affects whether armor that has broken can disintegrate
; beyond repair (i.e. be removed from the game). 0 = Disintegration cannot
; occur; 100 = maximum chance of disintegration. Default is 0. The chance
; of disintegration is based off of this setting, Armorer skill, Light/Heavy
; Armor skill, and Luck. If all 4 values are at 100, armor will break about
; 22% of the time. If AffectNPCs is set to 0, only the player is affected
; by this setting. If UnequipBrokenArmor is set to 0, this setting has no
; effect.
set BFGMaster.ini_armorisdestroyed to 0

; This setting turns equipping of clothes to replace broken armor (player or
; NPC) on or off. 0 = off, 1 = on. Default is on. If AffectNPCs is set to
; 0, only the player is affected by this setting. If UnequipBrokenArmor is
; set to 0, this setting has no effect.
set BFGMaster.ini_equipclothes to 1

; This setting determines whether clothing gives a small amount of armor
; protection when worn. The amount given is dependent on the clothing weight.
; 0 = off, and 100 = Heavy (4 lbs.) clothing gives the same protection as Fur
; Armor (at a Light Armor skill of 100). Default is 100; valid range is 0 to
; 500. If AffectNPCs is set to 0, only the player is affected by this setting.
set BFGMaster.ini_clotharmorstrength to 100

; This setting determines the strength of the armor enchantment scaling.
; Valid settings are 0 (armor enchantment scaling is disabled) to 100 (armor

; half damaged would have half its enchantment strength).
; Default setting is 80.
set BFGMaster.ini_enchantstrength to 80

; ment on a weapon needs to change, etc.) The setting is = how many seconds
; before the check is repeated. While the default is 1, if you're on a slower
; machine or are running large mods such as MMM or OOO, you should consider
; increasing the number. Valid values are 0.2 to 60.

Drop keychain mod... DarkUI will provide the same feature. Drop Oblivion Script Optimization... it's outdated and will only make the game unstable. At least that's what majority of the modding community came to conclusion. If all else fails, revert to vanilla and then install the mods slowly testing the game as you go. BTW are you using BOSS or LOOT?

FCOM will not work correctly without a bashed patch. It may seem like it's working but you'll have a very small fraction of the content with a very small fraction of the stability. If you want it to work right you'll need to sit down for a few minutes and learn the basics of using Wrye Bash and it's Bashed Patch feature.
