Files in that folder are:

Elys_USV.dll
Elys_USV.lip
Elys_USV.mp3
OBGEv2.dll

Also, here are the contents of the OBGEv2 output text file in my Oblivion directory in case it helps:

I'd just like to point out that I'm having the exact same problem with the map loop. Also running Win7x64 with UAC disabled. The only file in my OBSE/Plugins director is OBGEv2.dll

Here's what my OBGEv2.log file includes...

I've also tried running the obse_loader.exe with not a single mod installed (including the unofficial patches) and I run into the same thing.

Interestingly, if you disable the intro movies in the Oblivion.ini and Oblivion_default.ini....

SMainMenuMovie=Map loop.bik
SMainMenuMovieIntro=Oblivion iv logo.bik
--- change to ---
SMainMenuMovie=0
SMainMenuMovieIntro=0

... then once the game attempts to move beyond the black background with the "Bethesda" logo, it hangs. The logo stays on screen and the game will not progress further.
