Help with load order/crashing

I have a relatively small amount of mods and would like some help with the load order. I used LOOT to sort them, but I'd like some flesh and blood expertise on it. I'm using FOMM, fnv4gb, NVSE, NVSR, and NVAC. I'm also getting a crash every time I try to get into the Gun Runner's factory. I tried changing the cell through the console, which resulted in the same error.

*Note: Those blue esps are ones I've added in the last couple of hours trying to solve the crash. I just haven't sorted them properly yet.
**Note 2: "mine.esp" is my merged patch.

 

Finally, every time I hit the settings button in FOMM, I get an error message:

Fomm just told you that you have corrupted data sitting in that data folder for which it can not read.

 

It can not read something the operating system will not give Privileges too. you can't run DEP on Fomm so you can't expect to run Fomm in C:\program Files And Folders. if it's 64 bit. (x86)

  5. on and on and on it goes, where she stops we all know....Full stop.

C:\Steam\common\ bla bla bla this game.

C:\fomm

 

nothing , no tolls any more are to be or ever be installed into defacto defaults as it once was...windows XP is no more,,,these games were written for an OS long ago...all of that has changed.. the games have not so all legal tangents to these games remain...where that has been removed in today's operating systems.

 

" You do not have permissions to edit alter or modify any software controlled by the operating system...any more"

XP you did...this works no more. reinstall all your stuff outside of program files and folders.
