what ever your concerned with is going on there and has to do with something on your end..I can not see even with your saved game any problems or blur effects, neither am I seeing a drop in frames per second conditions as described.

ergo, it has to do with your settings some where or even possibly the Graphics cards drivers settings.

the above shots and one other still waiting for approval because it is super dense high end shot...to finish uploading has zero aftereffects as far as blurred visions go.

Well the effect should be there, it exists in vanilla Skyrim. It's a subtle effect, so it might not be obvious from a screencap.

step to the right of the urn there and stare at the tree shadows on the ground, for a minute and tell me if that is what your talking about.....what your about to witness is called shadow castings...a script that throttles continuously....look at the ground thru the leaves. watch it.

Shadows are adjusted out side of the game VIA launcher settings or graphics card settings.

rate of frames are controlled from the main weather effects.

all mods draw from there to Either Enhance these effects or subdue them.

No, no, nothing to do with shadows, it's the heat haze that comes off of fires. It distorts things behind it, makes it kinda looks like things are wavy.

I hadn't thought about it as I'm not playing a spellcaster, but the effect comes off of your hands when you've got the Flames spell equipped.

I also have looked up some videos of vanilla Skyrim, the effect is indeed in vanilla.
