Strange ?Yeah, you can pay the bounty off each time you wear the cowl, but the gaurds will still go after you if they see you wearing it (at least they still do for me). When the curse that Nocturnal laid upon it was at full effect, the person who donned the cowl was essentially erased from the minds of anyone who ever knew him or her— while the wearer knew who he was, nobody else was able to remember nor recognize him, even if he shouted his own name in their face. This effect was so powerful that it persisted even after the wearer took the cowl off. What happened with the latest Gray Fox is that the curse on the cowl was lifted— or, at least, weakened to the point that the erasure is only in effect so long as you're wearing it.
