They are entirely different animals.

FOMM (Fallout Mod Manager) is a replacement for the game launcher. You really should get it and use it, as it's much much better than just using the regular launcher.

 

FOSE (Fallout Script Extender) is a utility that provides extra functionality to modders. It does not do anything by itself, but mods that use its functionality require it in order to work. To use FOSE you must launch the game through fose_loader.exe, or via FOMM. You can get it at fose.silverlock.org

 

FOMM will automatically detect FOSE and launch the game through it, if FOSE is present.

Wow, this support is amazing, ok so I have them download. Isn't there a specific order or something they need to be in? Where do I put FOMM/FOSE

 

FOMM is a mod manager/launcher so you don't "put it" anywhere, it's an executable program. You run the installer, it finds your fallout 3 game folders, and then places a shortcut on your desktop that you can launch it from. FOSE is a series of files that you'll want to unzip into your game folder NOT data folder, so it will go in the same folder as you're normal fallout.exe goes. You just unpack those files into that folder and your done.
