Modded Fallout Can't put points into skills

I modded Fallout 3 a lot and for some reason when I level up and try to put skills into points, nothing happens. It shows the same points. It just doesn't advance! Someone please help me

For starters..that load order is totally messed up, not only that, how is the game even running?

From the graphics shot you posted and this?

I have to ask what is used to "install" all of these mods with?

 

what is used to sort all of this "with" ?

 

Last...what or where is this list being taken from?...it hurts my eye's to even look at.

I used LOOT to sort my mods. What was i supposed to use. and i installed the mods manually. like everyone else do
