M48A5
I don't see anything wrong with the load order. However, you have some mods I don't use and I never heard of FWE - Controller Assistance. There are a couple of things that might be causing the problem. The game is installed in "Program Files" or it might be your system is being overwhelmed. Just an FYI, there is a specific forum for Fallout 3. Removing it from there could likely solve the problem? and the controller assistance is a mod for my controller to be compatible with FWE controls, here it is. http://www.nexusmods.com/fallout3/mods/11521/? M48A5
If you have the disc, you would have to uninstall the game completely. Make sure you get everything and restart the computer. Do a new install and when you come to the part where there is a question of using the default install or custom install, choose custom install. This will allow you to choose the installation location. A lot of people install the game in "My Games". I installed it directly in C:. If the game is in the Steam() folder, there are instructions available from steam on how to move the steam folder out of Program Files. On every OS after XP, Microsoft added a User Account Control to everything installed in Program Files. This control prevents any changes to be made to the programs installed there. There are two solutions, turn the UAC off (not recommended) or move the game program.
imoldschool
I was able to manipulate the UAC controls on my PC before I installed the Mods in Mod Organizer. I used this method here and followed step by step by Dirty Weasel Media. But... installing Fallout 3 to program files(86) was still a Huge mistake. Edited September 8, 2015 by imoldschool
