I think its going to be some sort of spacey-action type game. But if there is a new IP before Episode 3, there will be a gamer uprising. In 2006, Gabe Newell said that he wanted to continue working on it "after Team Fortress 2 was completed." Perhaps he deems Team Fortress 2 "complete" after the massive TF2 update back in Fall of 2010. My theory is that it is either old concept art, or new stuff. Yeah, I remember that. It had a lot of the old concept art for it in Half Life: Raising the Bar. The stuff on that page has a lot of similarity. Judging by the looks of the drawings, it could be that those things that the guy took the pictures of were just old concepts that were hung on the wall. If you ever saw the tour of Valve's studio, they hang old concept art o nthe wall a lot. Along with some very odd fan made stuff, like a Half-Life computer, a golden crowbar, and a fully functional sentry gun (No, it just beeps and follows people).
