My brothers and sisters, what am I doing wrong? Stealth seems broken and RH_IronSights is a bit bugged.

You need to get you load list in proper order. You should read and understand the samples provided on the major overhaul mods description pages. Check the sample on the FWE page.

 

You have compatibility patches out of order. Patches must load after the last mod that is being patched.

So which is the best program to use? LOOT or BOSS?

It looks as if you used LOOT to sort your mods and the game does not work. Is that correct?

 

B.O.S.S. IS Better Oblivion Sorting Software and has been sorting load orders for years, with the oldest thread I could find is from Sept. 2009.

 

I am not qualified to state which program is the best. I can only say that I have used BOSS and never had a problem with my load order. After reading the many posts about bad load orders caused by LOOT, I, personally will never use it.
