Better Open Cities Causing Crash On Startup Load

I've recently installed the steam version of Oblivion on my pc once again as I prepare to mod oblivion, and everything was running smoothly until I tried installing Better Cities. Whenever I try opening the game with Better Cities active, the game will get hung up on loading before getting to the main menu, and I then have to alt-tab and end the program because it becomes unresponsive. I have tried changing load order, I've used BOSS, double-checked that everything I have active should be active according to installation instructions, but still nothing. I have a bunch of mods but I'm quite certain Better Cities is the culprit as the game will open fine without it. Any help is appreciated.

When you crash to desktop before getting to the game logo, it usually means the mod it requires to load is missing, not compatible, or the ini is corrupted somehow. Are you absolutely certain you have all the esps the BC requires? Where is the bashed patch by the way?

I was pretty sure I had everything as far as .esp's go, but I simply decided to use just better cities and just use the open cities option within it. This solved my problem, so it seems to be some issue using better cities and open cities reborn together.
