Question About Dirty Plugins.

Can dirty plugins cause CTDs? LOOT reports 16 dirty plugins but I don't know if they're related to my crashes or is it just game own instability. What's the point of cleaning dirty plugins? Is it safe to do it? I have FO3Edit.
