Can anyone help me pin point the issue?

More than likely it's a load order problem.

 

Did you use a load sorting tool, such as BOSS or LOOT? If not you should. The load order should start with the FalloutNV.esm, followed by the official DLCs, in order of release, followed by the pre-order packs.

Yeah I use Loot for my load order. Maybe I should try letting Boss set it up?

Are you using TTW or not? You don't need to activate the TTW version of Nevada skies if your not using TTW. Also do you have NVSE and a 4gb game loader? Finally you. May need to reduce the number of hi res texture mods your using. Even with a 4gb loader your kinda pushing the max cap of ram the game can use. Maybe try only using the texture mods you can't live without. Then if it's stable with those mods start adding content mods till it crashes or works.

No I'm not using TTW but I have the plug in disabled in the load order. Nevada Skies doesn't seem to have a option where it doesn't install the plug in unless I'm missing something. As for texture mods I'm only using Eve and NMC texture pack would that put too much stress on it? I have a 6g Graphics card.
