A lot of dialogue is broken

I have a game-breaking problem. I can't access a lot of the dialogue. For example, everyone in Solitude but Fihada (the guy who sells arrows) won't barter with me. With the court wizzard i have only 2 options "I'd like training in Destruction magic" or "Where can I learn more about magic?". I can't rent a room at the inn or ask for work. The same problem lies in Falkreath. I can't rent a room, barter or start the quest with the Jarl (he sent a letter for me). They are all just standing in the room to the left with the tax dialogue repeated over and over. I can buy property in the hold and that's it.

In vanilla none of these issues are there.

The modlist is in the attached file, the file in the Mod Organizer profile.

I have the exact same issue as you, on the loading order below. (So I'm posting my stuff here instead of making a new topic :P)

 

I first experienced it when Proventus wouldn't update his dialogue to start offering me the option to buy property, but only realised it after entering Solitude. The beheading scene played, but afterwards NPC's failed to return to their duties, only moving when random idling kicked in or so (and then returning to their original position). This city is affected the most, since not only NPC's that were outside but also those NPC's that were inside cells generally refused to barter/rent rooms/advance quest dialogue (also Fihada is an exception here). It's either nothing at all, where to learn magic, or Convenient Horse's whistle dialogue.

 

Markarth is now affected just the same, the opening scene with Weylin plays incorrectly (he attacks indiscriminately and is quickly ran through by the guards) and NPC's are unresponsive. Also inside the interior shop cell - then I reloaded and didn't enter. The problem persisted through reloading here, and also persists through starting a new game and entering these two cities.

 

Falkreath's exterior & inn, as well as Brynjolf (but nobody else in Riften that I talked to) are also affected. Whiterun is not, nor are hamlets (that I know of, but I don't talk to NPC's I have no business with), and the other towns I have not yet travelled to.

Since our mod lists/load orders differ substantially, this should hopefully narrow down possible causes.
