Well, your first and best bet is to get vsync disabled. You'll have to read up on it elsewhere because there are probably 100 guides to doing this already on the net, so hopefully just knowing what to look for will get you started.

 

You may want to use an alternative method for making sure you don't exceed 60fps (your card's video drivers can probably do this), since Bethesda games engines go all wonky when you exceed 60 fps.

Thank you for the information.

I looked up online changing the vsnc and found information and so have gone in to the Fallout 4 game folder and changed the ini file to what you suggested and then to my games,Fallout 4 and changed the ini file in Fallout 4 and Fallout4Prefs so i will see if this works now.
