You're having problems with the .ini ? one thing I noticed Gopher never mentioned, was to make sure the files were not hidden, as that can stop.ini fles being modified, My docs > My games > Fallout4 > Fallout4prefs > Properties, and make sure "Read only" is unchecked same with fallout4-config

To enable modding in Fallout 4 you will need to add the following line to the Fallout4Prefs.ini file below the section marked [Launcher]:

bEnableFileSelection=1

You will need to change the following line in Fallout4.ini:

sResourceDataDirsFinal=STRINGS\, TEXTURES\, MUSIC\, SOUND\, INTERFACE\, MESHES\, PROGRAMS\, MATERIALS\, LODSETTINGS\, VIS\, MISC\, SCRIPTS\, SHADERSFX\

I have tried manually & using the NMM to install mods. When I do it manually it won't run the mods, even when I edit the 'plugins' file (I save it, but it reverts). When I used the NMM it got the plugins file changed, but the game crashed almost immediately after I pushed the play button. Has anyone experienced this? Is there a way to fix it? I ended up moving the modified plugins file out of the folder and the game replaced it with what was there previously and no mods available. What can I do to fix this or am I just screwed? I'm using Windows 10. I noticed in the Data folder the mods ended with .esp instead of .esm. Would that have something to do with the problem?

What version of FO do you use? Do you know about the problems with loading mods in versions 1.5.xx?

If not, please read this ussie and comments in the Posts section: http://www.nexusmods.com/fallout4/mods/11479/?
