Aid for Bruma Quest

I have closed all the gates but one for the Aid for Bruma quest. The only one not closed is the Imperial City. My prob is this...I have closed the gate for Bravil but I can't find the Count. I have an arrow I follow the arrow and when I am in the vacinity the arrow turns green. But...when I get to the exact spot of the arrow hes not there. This is making me crazy lol. I have searched everywhere inside the Castle outside the Castle within Bravil with still nothing. Its very frustrating. The IC count refused to help me...which i understand is an alternate part of the quest. I thought maybe it was a mod I had so I uninstalled all but the expanded Fragmire mods. I have the original from Bethesda and the expanded part as a mod. Which still gives me a missing count. This is very frustrating and any help anyone can give me I would greatly appreciate.

Did you at some point in time kill him? If so, you may need to load an earlier save, head to bravil, see if he's there in that game, open console. Click him so that his ID appears at the top, and close console. Load your more recent save (without exiting out of the game) go to the general area, open console again, (his ID should still be there) and type "resurrect". Bravil's count has the unique feature of being both unnecessarily condecending and non-essential, which causes him to naturally attract arrows.

On a side note, you really don't need to get all the towns to lend support, it might actually make things easier if you're missing a few since framerates durring the battle are higher and there's fewer people to hit. One of the unfortunate things about the AI is that when more than a few are in the same area and fighting the same stuff, they tend to clump up and make combat impossible.

Thank you so very much. I am assuming at one time I did accidentally kill him...that can be the only solution other then a bug. You have been very helpful I am glad I don't HAVE to finish that part to continue on. Kudos to you kind sir. *curtsey*
